Support with corporate services and supplies procurement and contracting

This publication is part of a series of tools to streamline and disseminate the advantages of incorporating environmental aspects in the procurement processes of organisations, with the procurement and contracting of corporate services being included in this sphere of action.

This documents seeks to provide a simple overview of the main aspects to be taken into account to purchase or contract in an environmentally responsible way and established three di?erent stringency levels.

Along with reviewing the main key aspects to be taken into account (both environmental and technical), it also considers the main environmental certi?cates and eco-labelling that identify the products/services that are environmentally friendly.

Finally, it also establishes guidelines for the di?erent points of the whole procurement process in order to successfully complete the process. It establishes four moments for action from a life cycle approach, from the moment of the need being generating, the purchase or contracting, consumption of the good and, ?nally, the managing of its waste.

The information contained in the document is based on the GREEN PUBLIC PROCUREMENT PRACTICAL MANUAL, the main support tool prepared by the Basque Government, through Ihobe, its publicly-owned management company, for green procurement to be deployed in the Basque administration. It is therefore additional support for the work carried out in relation to this publication.

In this regard, and despite being a tool mainly designed to be used by privates entities, it could also be perfectly used by the public sector in those cases where a public call to tender was not necessary due to the low amounts involved.

It is therefore a straightforward and user-friendly work tool to implement a green private purchasing policy in any type of company.
